No one should take foreign policy advice from the United States. There really can't be any political solution to Sri Lanka's conflict that doesn't involve the LTTE. They set things up that way when they killed off all the other Tamil guerrilla groups. And really, there is no way you will get lasting peace on the Island by simply blowing up Jaffna. Though, I have no doubt the Sri Lanka government is going to try.
