Interesting article, though I should point out that the police consultations on cameras for our area seemed pretty thorough to me. And Blair does seem quite concerned about the privacy implications of deploying cameras in neighbourhoods. (People at Bloor and Lansdowne are desperate for cameras. Me, not so much, but I don't have to deal with people having sex in my garage.)
