  1. the frontline special on katrina talked a lot about Bush’s appointments to FEMA director. They reported that FEMA is historically known as a place for a political appointments since Carter established the agency. Then, after Bush Sr. took such a hit on Hurricane Andrew relief, Clinton decided that FEMA wasn’t going to drop the ball on his watch. So what did he do? He appointed someone with professional experience in disaster management. Imagine that! And FEMA actually worked well for about 8 years until Bush Jr. arrived.
