My grandparents all have an excellent grasp of the English language. When they were growing up schooling was in English. Most of the people I've met from their generation speak English very well. Now, as I understand things, when the Sinhalese government started pushing all their language reforms in the 50s, making Sinhalese the preeminent language in Sri Lanka, the schools in the Tamil dominated North and East reacted by teaching exclusively in Tamil instead of English. So my parents generation is full of people who didn't learn English till they moved abroad. I'm guessing that someone figured out that in the world we live in knowing how to speak English is advantageous.
