"The board’s reasons are devoid of any discussion of the Planning Act, Provincial Policy Statements and the City’s Official Plan as they apply to these lands."

this is probably more informative for background. —http://www.toronto.ca/planning/westqueenwest.htm
Interesting that Giambrone suggests the importance of protecting employment lands — what was the City doing to protect it before this mess happened? It seems like hindsight to me — had there been no proposed development they would have been no protection from the city.
Another reason why our site-specific planning approval system doesn’t work very well. A development permit system instead would probably be much better – and we already have this in the niagara escarpment area (i believe.) It is much more comprehensive than the traditional zoning / OP binary system (which tends to only focus on height, set backs, parking spaces and other irrelevant elements.)
Apparently, any municipality can now create a DPS!
