I think you need a little search & replace (s/Freedom/Authoritarianism/gc) in that quote…
Authoritarianism is not a concept in which people can do anything they want, be anything they can be. Authoritarianism is about authority. Authoritarianism is about the willingness of every single human being to cede to lawful authority a great deal of discretion about what you do.
It’s a bit of a tautology now, but at least it’s semantically correct.
